How do you advertise rentals to tenants?

I purchased this property sight-unseen which was both a blessing and a curse.The curse was that the house was not in the condition as advertised.

So, HUD is charging FB with Fair Housing discrimination over target advertising practices. 

I am a little bit overwhelmed by the number of possible syndicators advertising online, in podcasts or various meetings.

As others have mentioned, you could bring in partners for the down payment cash, or, since you think you can pick this building up for a bit cheaper than advertised, do you know what it's actually worth?

In my area, since trash and sewer can put liens on the property for unpaid bills, I advertise the “no utilities” price and then write the lease so tenant pays a flat fee to cover trash and sewer each month.
