Assuming me and the potential seller reach an agreement on price over the phone or by email, what type of document or form would I need to make the agreed upon price official?

That was a great learning experience for me and taught me many lessons.  

Based on what we know and found out from neighbors, although we don't have any abstract evidence, Tenants were misusing the property to run a Prostitution type of business, massages service etc.

Is anyone able to clear this up for me?

I estimate my mortgage to be above $6k, and this will test my available income flow form my salary.
