Staying in the High level data zone will not help you take action.

You don't want to be on the evening news as the evil landlord throwing public assistance tenants out on the street. 

I truly believe success is through massive action.

The news are accurate, homelessness crime are high but the home prices are not being affected dramatically..

I would find a local eviction attorney and stay in touch with them so you can take action once this ban ends.

The good news here is this:  there are good provisions in lending for sales and transfers within a family that create a beneficial situation for all.If the loan balance is small enough then you may be able to purchase it from your grandmother using the equity she wants to give you as part of or all of the down payment.
