Every market has provisions for buyers not to waste their time with sellers who refuses to follow through on property sales, who balk and walk at the first sign that the property isn't in a virginal state of untouched purity.

If you ask the manager to justify a fee and he starts hemming and hawing, move on or require them to remove the fee.
