I certainly wouldn’t be paying 10 grand to upgrade it !

It may have been disconnected by the owner for a number of reasons, such as a pending electrical upgrade, or to discourage squatters. 

Fix a roof, upgrade some of the tenant base, raise rent to others.

I did it by the light of my cell phone because I was also doing an upgrade from 100 amps to 200 amps at the same time.

I have added an entire bathroom, hardwood floors, upstairs square footage, new tile showers, new laundry room, etc. lots of good upgrades.

During the unit rehabs I have upgraded all of the old baseboard heaters, hydronic feeds & have also installed some hydronic heaters with blowers. 

I spent a lot of cash in my home upgrading and also on my down payment which now that I think of it was prob not a great idea.  

I also give each tenant an allowance of $250 to upgrade anything they want in there apartment.
