If it offers a good rate of return go ahead, but don't lowball just to lowball otherwise you are wasting everyone's time, if the market supports their price they don't need to sell to you, if not then they deserve to be lowballed.

I am still amazed how my father was able to support a family of four with a salary that was under $60k (my mom was a stay at home wife).

If you feel your family health is compromised move.

That's not a bad strategy if you are confident in the location and make plenty of money in your day job or have money to support being cash flow negative for a while until the value goes up.
