For a section 8 fund also ask about there experience in owning and managing section 8 housing as if it is not very hands on, it will not end well.

I would go directly to the county in Arkansas you are looking to and read the information they have there, both for property owners in default and bidders. 

The way I read the law is you must be the bidder/buyer in person and some places do check ID.

I recently read a few books about Real Estate Note Investing and am really interested in the field.

So my advice would be to keep self-educating, ideally by reading some books, and listening to the podcast.
