Get in touch and demand they remove the animals immediately. then change the locks and proceed.If they don't respond or you can't reach them, call animal control and have them removed.

What advice would you give before I reach out to him?

The association president has been unsuccessful in reaching next of kin regarding the condo and anyone at his lending agency is unwilling to divulge information.

If your lawyer does a lot of work at the PA Department of Revenue matters, he or she may have a contact there to help you reach some kind of settlement. 

Or would it be better to reach out to local RE agents?

I realize it typically is a lot more expensive to build new than to buy an older house, but I was wondering if anyone had experience building in the OKC area and could give suggestions on A) how much it typically costs per square foot, and B) if you know of good construction companies that you would recommend reaching out to.
