If you must have it, a decent way to hide it is to plant a flowering vine and wait a few years for it to cover the fence. 

They have way to much stuff, things all over the land that make the outside look terrible, and they have hundreds of plants inside that has made it hard to look at the property to most, needs a huge cleaning, and the garage that could fit 8 boats for storage units with the rest of their things floor to ceiling. 

I know of no specific law that prempts tenant rights they are a tenant in sufferance

Many greenhouse businesses have strong business models, with plants that do well in our climate zones.

Grass is dead and hardly any plants in the garden beds. 

Lighting, plants, fun pool toys/games etc.

They can consume marijuana in other forms.Smoking, by burning plant materials, whether cigarettes or marijuana or cigars, is going to smell and permeate.

I believe that any sentient being should understand the consequences of decisions that are being made at the top that are affecting prices for the energy that heats our homes, powers our vehicles, powers the coal fired plants, and keeps our economy going. 

Only appropriate potted plants and other outdoor furniture are permitted on patios and balconies.

If the other sewage lines pass through your lot or your line passes through other lots, then the owner of the sewage line may not be able to control if large trees (that can have roots grow into the line) are planted nearby.
