Unfortunately I never really see people post much about CA tax sales, so not sure if there is a good expert here for your area or not.#2  I like some of your research and my guess is that based on all you have said it will not actually go to sale. 

If so I would say most of those leads do not end in an application for me.

Quartz makes sense for a high end unit/ fancy neighborhood where you can and will attract tenants willing to pay more for them.Repainting is often a no brainer, but could be based on the current conditions as to whether or it is needed.I agree with Melanie on researching the washer/dryer comps. 

In 45 years in the real estate investment business, I NEVER saw anyone long term successful in the business who wasn’t PASSIONATE about real estate.  

Joint venturing, paying a larger sum at the end, hiring contractors on credit are some ways I know.
