It's a sweet property with a pool, 12 racquetball courts, basketball court, locker rooms with showers, sauna, hot tub & steam room.

Ive heard of people showing up to the court house and no one else be there.

Anyway, finally PM went to court, as fines built up, there neighbors showed videos of tenants illegally scrapping and selling stuff.

I spent $23 to repair an ill-functioning downspout and maybe $6 for three 10-lb. bags of mortar - I did the mortar work myself.

If you think it's their fault for leaving it out, have the tenant sue you in small claims court if they disagree, but don't ever agree to a rent credit or abatement. 

This is a unique, yet functional idea I have not seen yet and I want to hear your thoughts.

"Free markets" function when there are few bounds on legitimate, efficient transactions but not when fraudulent and abusive practices are allowed; I'd just like to know where wholesaling falls.

What's not clear in the law, is often times easily dealt with in court.
