Where I live, the city must approve a certificate of occupancy in order for an investor to rent their property.

You can verify with the doctor's script, but there is no legally defined certification of training for animals, especially ESA, if the tenant says I feel better with Fido,  that's all the need to say.

If you build without a permit you risk fines and will NOT get a Certificate of occupancy.
