@Jeff Caravalho  If the property is a single family residence in your state (California), the law (California Civil Code Section 54.1) basically states landlords must permit the tenant to make reasonable modifications at the tenant’s expense and may require the tenant to restore the property to its original condition after moving out.

Hey welcome to BP , I don't have any experience investing in FL but I used a FHA loan to buy my 4plex here in new York , idk about using it to build one but you can google FHA 203k , which will help you finance the work the property needs.

I live in New York City, which I think makes it a little tougher to start and at the same time have access to a few local resources that some may not, so I can't really complain.

But in New York State, foreclosure is a very long and expensive process.
