I THINK what I am supposed to do, is get the address of the properties that are listed with delinquent back taxes and actually ride by them to see if they are vacant... or mail the alternate address to address the homeowner.

Today I'm going to mail by certified mail a Lease violation notice, I do want this issue resolved like yesterday even if I loose the tenant because it's not worth the wear and tear on the property, the permit says 5 people, not to mention the background of the extra people.

As to keep track of accounts you land him, you can word a document such that if he purchases a property within a year of the last mailing sent to an address you will be owed a fixed fee for each property.
