I've hardened them with steel roofing and skirting, and better floors.  

They were of course able to provide rent expectations (which for the most part I can determine myself), but the real value comes in knowing expected vacancy/maintenance/etc. on these B- and C class properties.

My investment philosophy when it comes to real estate is to buy in lower class areas (B- and C+ areas), this way, there's always a demand for affordable housing.

We had no recollection of a foundation issue, so no, that was not addressed before though we've had steel beams put in by an engineer who assessed the structure of the entire property twice in different occasions and never made a mention of it, hence our lack of awareness for this particular line item in our old inspection report.

I am looking into the Memphis market due to thats what I know and looking for B and C class properties in which there is value add opportunity.

I will probably not understand (and am not familiar anyway) the language of exceptions and exclusions on Section B and C.

I utilize a lot of reclaimed wood, plus steel, iron, copper, and aircraft cables. 

Because of that reason, some investors stick exclusively to B- and up neighborhoods.
