I want to include all fees and also determine ASAP values without logging into MLS Services to get values.

Also, another thing to note, it is much more beneficial for the borrower to go directly to a seller/servicer who can originate this debt directly.  

Southern WM can either provide a submetering service or sell meters.

This is not necessarily a bad thing, plenty of legitimate companies use this service.

If you feel the tenants are hinting that you pay for it, I suggest you instead hire a specialist to "service" the door and make sure all sensors work -- which in this case, you say they work properly.
