I'm no expert but I find it odd that the surface of the pool is causing the algae problem, that sounds like a pH problem.

Learn to do title searches, septic tests, Heating and AC tests, roof tests, well tests and know what the deed restrictions are and most importantly WHO ARE THE NEIGHBORS---ARE THEY ZOMBIES?.
