Heirs coming to claim interest n the property after you've built?

Upon speaking with our favorite mortgage broker he informed us that it's a Fannie/Freddie rule that N/O/O multi-families require a 30% down or a 70% LTV.Here are a few questions:1) Has anyone else heard of this Fannie/Freddie rule of 70% LTV?

The owner owns it free-n-clear, but is concerned with capital gains and recapture taxes, which will be roughly 60K on a 240K purchase. 

LA traffic is LA traffic(terrible) no matter what direction you are coming from to go to the meat of La(DTLA,Hollywood, WEHO, BH, Culver City,etc.).

The property was valued at $138k.We began this project back in March of this year, purchasing a run down home in Tucson’s Barrio Hollywood neighborhood for $60k cash.

You likely have seen or heard about the various reports that indicate there is anticipated to be a continuing housing shortage and continued increases of property n rent are anticipated.  

I originally advertised one of my rentals not including heat, several years ago a bit tougher market, an agent recommended I raise rent $100- per month and include heat water n trash removal.
