I believe someone made this point that real estate investment groups are 90 some percent of people who will never do anything and the rest are people are these gurus, unethical contractors, useless merchants that are preying on there next victim.  

I am also not familiar with California rental laws so be sure to check with someone more familiar with local laws to ensure you remain compliant with those laws. 

What percentage over local market have you been able to achieve?

Ask for license and see if your local licensor requires them to be bonded ask for that, and their insurance. 

For starters, I recommend that you attend local REI networking groups and meetups to connect with fellow real estate investors and tune in to the BiggerPockets Podcast.
