You can send a Letter of Intent instead of an official offer in order to start the conversation with the seller.

Intent is what the standard is not any specific time period. 

My intention is that make it a win-win for the both of us, not just one of us. 

I refinanced my home with intentions of purchasing another, but, I am wondering if while the economy is still goodish (i.e. no recession yet), I should try to pull the trigger on developing my own lot.

Since I have no intention of becoming a wholeseller, spending $$ on acquiring off-market leads doesn’t make sense.

It seems more than obvious that this was intentional, I'm guessing there is no legal way to bill the tenant for this sort of thing. 

But when I find a potential property, instead of sending a letter to property owners who may have no intention of selling, I'd like to find out if the property is owned by an absentee owner, owned by a trust, etc.

@Sam Leon  My thought is that the applicant is intentionally working the collection system to his advantage.
