We have done the following things to increase the cash flow - adding a laundry room, charging storage rent, installing energy-efficient lights and so on to cut the utility cost, renovating the unit in exchange of higher rent for the current resident.What else could I do to increase the NOI?

If you can find properties and update them in cost efficient way to cater to a high end tenant vacancy will be low and people will pay top dollar. 

Being out of state, I am looking for an honest/ reliable / efficient and reasonable contractor. 

I can understand the frustration about the lack of communication on what the charge is for etc.....but its $40....let it go.
