For leaks caused by plumbing fixtures, I have not seen it charged to the tenant unless the tenant broke the fixture.

But if you take a look at the relevant parts, it says something along the lines of "the landlord may charge an administrative fee" of some amount (1% a year I believe).

Is it in your lease that they mow and if they  don't  you will charge it back to the tenant?

@Emiel Barbosa Did you finance through an FHA loan, or did you do a conventional loan?

That is usually the interest rate he would charge on his loan.
