We went in, showed the tenants the rental comps, implemented leases, collected security deposits and raised rents to market.

At that point, you can then collect the full commission yourself. 

If you're going through a situation where you've had to chase down tenants to collect rent (especially if they've been repeatedly late or unresponsive to your attempts at contacting them), then it is time to evict.

Practical: Tenant is clearly gone, never to return.

Much of it doesn’t do more than collect dust and take up space.

Rental collection, repairs, etc....

You will have to take them to small claims court to collect if they refuse to pay.
