The winning bidder takes title to the property subject to all defects, liens, encumbrances, and matters of which he/she has or could obtain knowledge.

Local credit unions or banks could provide funding that is more suited to your requirements and have a greater grasp of the community.Understand the local construction codes, zoning laws, and any other rules that can affect your ability to make improvements or rent out the property.Make sure your escape plan is well-defined.

Trying to figure out if this is natural settling or we should provide reinforcement to the beam to prevent further settling. 

If the seller provides access to management and you understand the risks (credit losses from slow/no pay tenants, major repairs on move-out, etc) tied to that high cap rate then go for it.
