I'm sure thumbtack has some sort of complaint system, and investigate if this contractor you hired has a contractors license..tell them to go ahead with the liens (it's usually a way to try to scare you to pay the ridiculous invoice..) you have proof on the agreed price, and proof that the unit isn't working!

I also plan on talking with the police once the lights are fixed just so they're aware, although I don't think they'll proactively investigate.
