I'm currently employed full time with the State of Michigan as a Service Specialist.

But, being the newbie I am, I am questioning how to know if a bank will approve a refinance.The property does not (on the surface, no inspection yet) need any serious rehab, mostly fresh paint and carpet here and there.The property is almost fully rented and would generate positive cash flow from day one.What other factors might play a part in whether I'm approved for refinancing?

@Lance Korsun As flipping is your vehicle, the biggest components that require a plan are Marketing/Networking, Financing, and Contractors.Actively networking will generate opportunities to find deals and build relationships in the industry. 

Lawyers and bureaucrats have needlessly complicated things so that CPAs and attorneys can continue to generate "good billable hours".

This is my only issue.I am trying to figure out the best route to generate the downpayment needed (or get 10% down).

While looking I found a couple houses that I liked for $80,000 that we could afford and generate positive cash flow in the future and quite a few fix up houses for $45,000-$65,000.

Inform your lender that the title company will take care of everything and that they may call her.They can generate the note and deed of trust common for your area, they have an attorney in house or on retainer and they will tell you what the charge will be, probably $100 or so for the note.Your lender needs to provide certified funds to the closing company ahead of settlement, they can tell you when they need good funds.Sit back, wait, go to closing, the title company will take care of documents, disclosures required and filings.I also suggest a loan servicing company, search the benefits here on BP for my posts concerning "Loan Servicing".

My manager would notify me to request permission to NOT issue timely pay or quit notice (a good tenant requested a 2 week late payment due to change in employment, and I allowed it.)
