To sum up, my ideal scenario is that the land is appraised (for ease of numbers) at $200k. 

I know people don't like to mix business with politics, but politics really shape the business environment.

Louis where crossing into certain areas completely changes the environment. 

Observing, asking questions and being "intentional" with your investments so you can earn and learn in a safer environment is an angle worth pursuing. 

I guess I am wondering how you connect with these folks (as a cold contact) with ease and without coming across as a "stalker".

Based on the current lending environment, it wouldn't be a bad idea to get a 30 year fixed loan and lock in today's interest rates.

I've seen "wholesalers" pull stuff off Loopnet and claim to be off market.The brokers have a tight market and this will continue until the market eases.
