@Hae Sun YiThe whole city of Chicago is hard to compare directly to a town like Naperville as far as rent values, property values and taxes because the city of Chicago is so large and diverse one neighborhood compared to another is really like comparing Naperville to another suburban town. 

The neighbor tenant shot large fireworks from his yard directly over into/above my property, and when she walked over to ask him to stop, before she said anything, he threw fireworks over his fence directly at her.

IE 10 to 50k direct mail pieces a month.

With very limited knowledge on the macroeconomics of such a question, I can't see any direct effect on real estate at the moment. 

Direct mail and facebook ads are two that I have used in the past to generate leads.

Once you meet a few people, and start learning more about the industry this should help you find a direction for your investment strategy(s).   

Can someone point me in the right direction?

Tenant does not pay for June, its usually mailed gets there between 5th and 7th pretty much on time for the whole yr she has been there..
