Vacant properties in Cook County (Or it may be just in Chicago) have to be registered with the building department.  

@Justin Cooke, the third edition of this book in nearly 10 years old and the tax laws have changed significantly during that time.  

I have a property in Illinois under contract with some good meat on the bones, and only a couple of cash buyers (or so they say).

Also, while you can't bet on appreciation I can tell you the small multi market (near me at least) has been doing well.

I think you probably looked at these properties, the realtor mentioned to me at one point when I was looking into it that there was a professional gambler who was interested in it as well.
