It's really going to come down to what was communicated, preferably in writing, and then what transpired after you gave the initial approval.

Are they responsive to you and proactive in communication?

Communicate with your resident and schedule the repair quickly.

Personality and willingness to communicate are arguable more important than pure legal or price concerns.

They may be paying in advance to slide under your radar and avoid inspections or communication.
