Are the double closings/simultaneous closings legal in CA to be specific?

Good thing is I didn't put down earnest money because instead of a contract, the city gave me "resolution", approval on my offer although I have expenses such as attorney and title report fees.

This will likely require a higher down payment but if  you are making money and can get approved it will allow you to continue investing.
