If something changes in a month from the appraisal that might change the value of the property, let's say the city announces that it'll put a park in the neighborhood and this causes the value of your property to go up, you will be stuck with the old lower rate or will have to appeal the appraisal.

Having worked in municipal government in my past life, however, in a town about the exact same size of Omaha, I urge you to go to the City Planner and/or the Zoning Division, just to get at least a verbal OK that what you plan to do will "most likely" be approved (Bureaucrats NEVER commit to anything officially).

As of 4.25.17, Tuesday, Fannie Mae announced they will now make it easier to get financing especially when you have student loans you want to refinance into your home mortgage or if you have debts that are being paid by "others."
