To my knowledge, this is the extent of what the city requires regarding notices.

I agree with @Joe Scaparra that as long as the population is growing and jobs are being created the seller's market will likely persist.   

He usually breaks 2 things while repairing 1, makes decision without telling anyone and takes random days off with no notice. 

In that same conversation with the resident, I would let them know that if they do not feel comfortable that I would let them out of the lease with stipulations such as X days notice or small termination fee depending on what you feel comfortable with.

In general, depending on the form, a title policy does not cover a loss resulting from an unpaid utility bill unless a notice of it is recorded in the public records.
