They view it as high risk because they are essentially lending on land (since by the nature of mobile homes - they are not permanent).

What do I mean by that...There are specific personality traits that will naturally make you better at one than the other.

Human nature leads to waste when the product costs us nothing.

Florida has a statute known as the Marketable Record title Act (MARTA) which at the time exempted sovereign lands which are lands owned by the State because of their nature (think submerged land) not because they are simply owned by the State.
