I am starting to have faith that when I turn 18 in about 53 days of writing this I have a good clue on what it takes. 

I would say the key to buying tax defaulted parcels is really having a trained eye in looking for development constraints.

When I started managing single-family rental homes back in 2009 in Augusta, GA, there was less variance in the industry (and also less services available).

If they do not leave by the move out deadline, can I start eviction process? 

It's no guarantee but it's a good place to start.
