Would love to hear someone experienced enough with section8 in the bad hoods to give some opinion? 

An index fund will only appreciate from the amount you bought it, unless you are a day trader that is very experienced in using leverage and profiting from it (this takes many many many years and tons of patience and work).  

Based on these circumstances, and also just in general, I'm wondering how investor-friendly agents out there approach sellers that have a home that is too overpriced for a fix-and-flip situation? 

I was one of these agents 13 years ago and have since educated myself on both sides of the coin.
