There's a lot that goes into it- not to mention most loan officers work on commission so whichever bank doesn't get the deal will likely have been depending on the paycheck they thought they were going to get. 

I would call the city and county offices and get clarification.

@Khrury Cromwell 15 to 30 days should be no problem for an experienced loan officer. 

To get the owner's address, you can to go to the Assessor's office and request it in person.Have you tried calling the number you have?

Still a tight market, I went by a Real Estate office in Avondale, more empty windows (no listings) than I can remember.
