This may be a timing issue and not incompetence, be careful before you start rattling the sword.Lastly, I think the suggestion about encouraging the tenant to write a bad review about this PM is a terrible idea because you could get dragged into a business interference lawsuit for encouraging it.

The job is about 1 year, 3 months from start to finish. 

Start by joining local real estate groups, studying the market, and learning more.

If you just hire the cheapest or first PMC you speak with and it turns into a bad experience, please don’t assume ALL PMC’s are bad and start trashing PMC’s in general.
