I would at least do that before bringing any offers to the table to avoid being cut out of the deal.

I typically bring 20% to the table. 

As a side note this is an area where working with small local banks can be a negative as they may not have that depth of knowledge a larger national commercial lender who specializes in such development can bring to the table.
