For example, if Memphis has a lot of turn key activity, is there also a banking / financing scene in that same geographic area that caters to the industry?

He really just wants to retire and not have to actively manage.

If not, you can seek damages, but if they are losing money on the property..... the seller has to actually have money for you to collect on your judgment.
