You could try the slum-lord route, but dumps, in a dump of a market, focusing on doing absolute bare minimum, dealing with horrible tenants in mass searching for that 1 decent apple in the mountain of rotten ones, hope you survive the costs of such.

My husband and I have bare land in Sandpoint which is where we were born and raised... just living in North Dakota right now for the oil industry, plan to move back in a few years and build on the land.

Every parish is different, some will go above and beyond with noticing while others will do the bare minimum at best.

If approved, they'll send a low-priced tech that will try the bare minimum to get your system running again instead of fixing it properly, and you'll have to pay a $50 charge (or more) for each visit.

From your post, the locations I am looking at are barely 2 miles from the neighborhoods you mention.

MOrris ( and i know your not MOrris) but he tainted the well pretty good with investor putting up cash and only ending with a bare lot..  :(   seems to me this should work just fine .. 

Don't just look at the numbers and make income assumptions on providing bare bones value.

It is also not rare that in some cases, markets with extremely strong rental cash flows, may experience dull value increases per year or barely break even.
