I had been considering offering a rent-to-own contract with recovery protections if the deal went sour. 

I'd also reach out to your prior walk throughs that were interested and let them know the other tenant couldn't move in so you wanted to give them first shot at the place before relisting it.

When the contract says the assignee is paying cash, from my experience, it waives any contingencies that come with a financed offer.

So with this basement conversion my home will become a 2 unit dwelling (being that I'm walking distance to the Brookland metro and CUA Catholic University of America) it should rent for $1300 - $1500 easy.  

If investing in Southern California proves to be challenging due to high costs, it may be worth considering other markets outside the state that offer lower entry barriers, high rental demand, and favorable regulations for investors.
