I'd look for quality neighborhoods with high buyer demand and spend more for the location, as cost to rehab would be similar if you are doing it in a bad area or good one (as far as cost to add a deck, drywall, etc, while you may go for more upgraded finishes in a better location).

Over the years I have upgraded and upgraded and scratched and clawed...and then one day I met some other real estate investors that were doing what I was doing but a little better (actually a lot better) and I learned to get better.  20+ years later, I STILL only buy 1 or 2 properties a year.

I've had tenants take me up on offers such as new windows, upgrading ac/heat, even did a full bathroom remodel for one tenant while they were still there and left the cosmetic stuff for once they moved out and had the "remodel" done in a weeks time, which would have taken at least 3 weeks had I saved everything for once they moved out.

To be able to purchase a 300k condo with under $16k total out of pocked would leave you with the reserves/ capital to do the upgrades.
