The most important lesson is for anyone interested in investing in a real estate investment business is to make sure they have a residential investment specialist that is also an investor at least flipped a few properties, knows more about this business than the person they are trying to help and will never put their own needs before the client.

While I have no objection to coming down hard on substandard housing most of the other provisions are over the top. 

I have to disagree, if the location is bad, or the floor plan is bad, or the condition is poor, price overcomes all objections so every deal really comes down to price.

Maybe mix the best of both worlds and find a well known brokerage and bill yourself as a Multi-Family Specialist.
