I would think this is nearly a complete gut job, salvage out the trim work to install back over drywall. 

Initial cost to install ceramic tile is more than carpet but it pays huge dividends over the long run.

If I read it correctly, even if there are two means of egress to the basement, you would still have to have an egress window installed in each bedroom.

We then sanded the original hard wood floors and installed all new laminate flooring the basement.

The house is clearly a four bedroom house and has been from the start of construction, however, when construction was done, the size of the mound was permitted and installed use in a three bedroom house.  

In addition, the life of all items starts as soon as installed.
