We replaced the roof again and also sealed all over the roof and seems (flat roof) to insure there is no way for water to come in.

Also, do you typically access utilities via a fee on top of rent or do you bake that into the rental rate so it's all-inclusive? 

I have done a flat fee instead of charging for utilities which have worked really well for me.
