In addition, my realtor just called and informed me that due to the nonconforming characteristics of the property, should 49% of the property be damaged in any way, the city would not authorize a rebuild.

I am still looking for a 3bed/1+ba rowhome east of the river (Deanwood, Congress Heights) though think I will have to increase my budget and try to stay <$220k purchase price with <$40k in reno to get it reliably rentable (looking to buy and hold, not flip).Do folks think this is reasonable in that market or am I fooling myself?

Maybe if your lucky the realtor/contractor split the costs and eat it.Have another (or multiple) contractor give you a bid to remedy the issue.... which should hopefully be around under the max for your small claims court.From what I see here you have no valid contract, no authorization to start work, no delegation of authority to the realtor to make those decisions.
