I am also not familiar with California rental laws so be sure to check with someone more familiar with local laws to ensure you remain compliant with those laws. 

Who would enforce it and how would they tell if someone wanted to do a weekly or nightly rental?  

Not too low either, you don't want to go with someone who is just focused on price as this is a quality of a not-so-great accountant.

I always prefer working with referrals over someone I've found online etc.

If someone's making 5% in a money market and you offer 12%, they'll wonder what's wrong with the investment. 

@Yacine BouabbaI use Zillow rental manager and usually find someone within 24-48 hours. 80% of renters look on Zillow so you’ll have tons of inquiries.

May or may not be a CPA or EA, most likely they are seasonal, most likely you'll never talk to them again if you have an issue, you'll get someone else, most likely you will receive minimal to no advice on any kind of strategy, and definitely no follow up.If you are getting good service from a knowledgeable professional, $1,200 is likely a good deal. 

Ultimately I'm not a CPA or EA and it would be best to consult someone who is. 

There may be other options there.But, from a strategic angle, that is where a random guy on the internet jumps in and says "You might be able to buy the property from your mother on a Lease Option" that you make the payments and maintain the house with the option expiring on her passing date, converting back to her estate which you and any other heirs will inherit".
