All else being equal, they will accept the offer that is the most reliable and that can close the fastest.

I don’t know if this is unfounded but wouldn’t the [currently reliable] clientele in that area be susceptible to job loss in times of trouble?

Coming up with a cap rate and an income and expense pro forma for such a non standard property would not produce a reliable indication of market value.
