I would have never known otherwise, just a quick phone call (make sure you talk to a knowledgeable/caring employee as govt employees sometimes are not).

I see you have a comment above but I think you should post this in the commercial forum for more responses.  

.- Charlotte has a high occupancy rate across the state and it’s hard to get tenants into it because if the house is properly marketed and maintained it will rent as quickly as a week or two depending on the price range and the location.- There is a high demand for high quality and reliable single family homes- Charlotte has affordable housing options- The median listing price per square foot is $244.

If you will be scaling quickly, then you may want to consider upgrading to these packages sooner.

You kind of want to get the ball rolling on this quickly... you don't want to wait until the 30 day notice to know you have to market the property and get it ready to be turned around.

These are all fairly quick updates that should only take a couple hours and can give a fairly big impact in making the place feel a little fresher and cleaner.  

Are we as home owner’s responsible for tenant charges accumulated during move out?

I agree with many of the other responses that flipping can always be risky but if you know what kind of numbers you need for it to make sense then the outcome should be in your favor.
